Additional Professional Experience:
Extensive background in labor, employment and administrative law.
Served within State government from 1977-1980 in a number of posts,
including Executive Director of the State Personnel Board of Review
and Administrative Law Judge. Hearing Examiner for the State of
Ohio Motor Vehicle Dealer Board.
Worked since 1980 as a private attorney and consultant to public-sector
agencies and private employers. Since then, he has worked with
most of Ohio's eighty-eight (88) counties, many Ohio and Pennsylvania
cities, and many State agencies and private businesses. Serves
as legal counsel for the Ohio Association of County Boards of
Mental Retardation and Developmental Disabilities, (hereinafter
"MR/DD"). All facets of employment and labor law, including but
not limited to: labor negotiations, fact finding, conciliation
and grievance arbitration, policy development, assistance with
disciplinary actions, civil service matters, defense of discrimination
claims, and administrative proceedings before the State Employment
Relations Board, the State Personnel Board of Review and the National
Labor Relations Board. Helped draft Ohio's Commercial Drivers
License legislation, the original Chapter 124 of the Ohio Administrative
Code, and numerous changes to the law and regulations which govern
the Ohio MR/DD service delivery system. Frequent lecturer on labor,
employment, and mental retardation/developmental disabilities
issues.
